What weight of fish is this rod capable of catching for example should it be used to target silverfish or maybe tench and bream?

Hiya I have just got the 13ft waggler and the top 2 sections are not smooth is that normal

I've just had a look at a few we have on the shelf and it looks like that is how they're supposed to be. So the butt section is a shiny smooth reflective finish and the other sections have a weave pattern that looks completely different. Slightly unusual, but put them together and they look great for the price.'
