Do you have to use a multiplier reel with thus or can you use a fix spool reel

Its a screw down reel seat so you should be able to use a fixed spool if you want.

when you use a rod like this with a multiplier reel do you have the rings facing upward with the reel on top of the rod? i want to know because when i mount the reel in this way (Penn Squall 2 level wind) i'm forced to use reel with the winding mechanism on the right ie. left handed.
